The reason is that Judiciary typically focuses on LEGAL analysis and witnesses, while fact-finding and fact witnesses come earlier in the process. Any Judiciary Comt leader knows that, so ‘demanding fact witnesses’ at this stage is more of a dodge than a serious objection.
