Nearly a year ago, @Sen_JoeManchin went on TV to say that he’d SUPPORT a talking filibuster. But now that this rule change is about to come up for a vote, Sen. Manchin suddenly says he OPPOSES a talking filibuster. I wonder what changed. Any ideas? 🤨
