17 year olds can pre-register to vote if they turn 18 by Nov 6 in these states: California, Colorado, Delaware, the District of Columbia, Florida, Hawaii, Louisiana, Maine, Maryland, Massachusetts, Nevada, New Jersey, North Carolina, Oregon, Rhode Island, Utah and Washington.
